Ain o Salish Kendra (ASK), a prominent human rights organisation, has expressed concern regarding the denial of parole to an inmate in Kishoreganj following his father's death. The inmate, identified as Milon Mia, had applied for parole to attend his father's funeral, but authorities declined the request. Instead, authorities brought the deceased's body to the jail premises to allow the inmate to view it.
According to reports, Milon Mia was shown arrested in connection with an explosives case despite not being named in the original charge. Although he was granted bail in the explosives case, he remained in custody under a "shown arrest" in a separate case filed under the Special Powers Act. ASK stated that denying parole in such circumstances contravenes constitutional provisions and international human rights standards, specifically referencing Articles 31 and 32 of Bangladesh's Constitution, which guarantee rights to legal protection, life, personal liberty, and human dignity.
ASK highlighted violations of international instruments including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which mandate humane and dignified treatment of detained persons. While acknowledging that parole decisions fall within administrative discretion, the organisation emphasised that such discretion must be exercised transparently, fairly, and humanely, particularly in cases involving death or serious illness of close family members. ASK has cited similar recent incidents as evidence of systemic concerns regarding parole administration practices.
